I think 'eyes only' might be the highest (unofficial?) classification, no paper trail of the project as far as I understand it.
Just like the documentary Above Majestic, which I didn’t know what that title meant until researching it.

There is a flow chart about halfway into the doc. 17 is the level of the president but there are several levels above it. I am not aware of any above Majestic but that is not to say that there isn't any. It is all very compartmentalized.
That is the problem. There is an intelligence structure that is even off limits to the president. Majestic for example - but there are several. This is what Truman, Eisenhower, and Kennedy came to realize and warned against it. This structure has no oversight and accountability. It does what it wants at the behest of the cabal.
