It's enforced equality of outcome. People must be sanctioned, taxed, handicapped and surveilled in the name of ultimate fairness based on the idea that everyone has the same strengths and weaknesses and the same goals.
People here really are units, not men, not women, not people with different cultures.
It would be an awful place to live for everyone except the very unproductive and the venal authoritarians.
Such a place would only be dreamed of by the naive unobservant lefty (like I was) or by the the predatory authoritarian.
All such communist societies seem to end in terror, starvation and mass death.

A book for you all: "One" by David Karp. This is about a society where equailty is enforced by religion and science and the story of a college professor who falls foul of the equality scrutineers.
Another is "Excession" by Iain M Banks.
This is set in a left wing wet dream of a galactic society, everyone in "The Culture" is pan sexual, polyamourous, athiestic and can change their biological sex by an act of will. Their dissidents are treated as mad people to be enlightened to the way society is.
Ugh. I don't want to live in Equiterra, or Terramar, for that matter.
