They did go to Africa first, but were diverted. What they did not count on was USA under Trump becoming energy efficient with "shale oil." Huge curveball to their plan, we were hitting them where they live: their pocketbooks, reduced oil prices. It was almost like Trump baited them to come to our home field to play; after all, an energy issue is a Rockefeller issue.
