Agreed. Knowing that removing 15 million people from society all at once would be devastating, and create an unpresented magnitude of disruption and chaos, on a scale possibly larger than if we had a civil war (which would be more organized). This scenario is exactly contradictory to the primary mandate of military rule which is to maintain consistency and thus, never allowed to happen.
On the other hand, strategically removing a few percent of the total, say 150,000 to 300,000, would be a awesome if it devastated the corrupt networks with minimal societal disruption.
