Richard has posted several vids in the last 48 hours showing first sandbags placed on top of sewer grates, and in front of some businesses, then vids of water flowing heavy down the street, and cops had no idea where it was coming from. Maybe 3” deep at gutter. Then another vid of water breaching the banks at Haney Point (spelling?) where it was so high that a bench facing the river was submerged.

Today the water is back down some but still high.
Draining the swamp?
The Penguin guy in DC says they have replaced the fencing starting Tuesday night. Took down the old fencing; put up new fencing.
