Most of the patriots will be dead and won't have to worry about waiting on the plan any more.
Seriously, I survived their first great virus pandemic even though I got their deadly virus. Nothing is fool proof as evidenced by the people still dying after receiving their vaccination. Viruses mutation yearly. Do you think they'll risk wiping out the world and themselves.
Granted they may just be stupid enough to try it, but I don't think so.
