Fascinating read. Fascinating material. Odd sentence to just throw in there like that...
They need to normalize depopulation as quickly as possible. They’ll bring it up as much as possible before (and as) they depopulate.
It's an attempt to apply a technology to a problem. It may not be sinister (on the writers part), but simply using "accepted" dogma as a talking point.

Look at this great logic:
"Carbon is already a crucial ingredient in the human body; a little graphene added in might not hurt."
Just because the human body contains carbon in it's carbohydrates and proteins does not mean that graphene sheets are not harmful. I can't see them breaking down easily.
I thought they were carcinogenic.

Maybe now someone can invent a helium-filled balloon that will actually last more than a day or two. :-P
Current desalination filters require about 1000 PSI to work. The idea using graphene is that the material could be designed with a pore size just large enough to pass water (3 angstroms) but would block everything else including dissolved salt from ocean water. Pressure required would be 100-200 PSI.
There is variant of this technology where pores are created by exposing graphene to high heat and pure oxygen, but exact pore size and placement can't be controlled.
Since Lockheed(MIC) owns the IP I wouldn't hold your breath.
