I would think they threaten their families and their children. Most can deal with the thought of dying themselves MUCH more easily than they can deal with the thought of dying and then their children being tortured.

Most of it is people being held hostage to protect the public from discovering horrible shit their kid(s) have done. Bush girls, Bidens, Kennedys (sorry...but this is a fact), piglosi, hundreds more
