Not that I'm an expert at comprehension of liberal brain impulses (I wouldn't call what they do 'thinking') but if I understand the story correctly she's triggered at the idea of mandatory sentencing, because she believes too many non-white offenders are already serving time under mandatory sentences for whatever crime they committed. She wants prison population demographics to more closely resemble population demographics outside of prison walls.
