Maybe it was never supposed to be DOG comms but instead think Mirror, GOD comms. Maybe these Dog comms are meant to make the DS scratch their head and waste time trying to figure it out, meanwhile the Lins who we have already been told to pay attention to by Q are the ones sharing GOD comms.
