Watched it five times. Looks more like incapacity than arrest to me - but possibly could be either. Her feet and legs appear more to drag than to resist being put into the van.

If she's resisting it's feeble, but that would be expected. It would do no good to make a scene,

So maybe it is arrest. I certainly hope it was.
