I looked up QSF Blockchain and all I could find was a video posted on reddit.

I still don't see how blockchain plays any role in securing elections. And no need for a quantum computer as you don't need blockchain and thus you don't have to worry about someone having a massive set of nodes on the distributed ledger trying to get their fraudulent chain agreed upon as the valid chain.
