The actual letter was posted here a few days ago with a very good translation. If you read the letter the retired milItaly officers wrote, they do not call for military rule. The letter is a dire warning that France is on a bad track that could lead to a racially based civil war. With the French Presidential election a year away, it would seem the goal of this letter is to influence the upcoming election.
