(Kerry must have been concerned but became comfortable over time.) Now- the loop tightens with reported audio and witness testimony to back up the pictures. State Department quickly issues plausable deniability. Note who the Repubs are (Cruz etc) who are demanding investigation. Now Kerry is worried and waiting for the knock on the door.
