Or Stalin. He purged the Soviet army of all the people who could actually organize and lead troops because he was paranoid of a counter-revolution.

Hitler knew this of course and it's why the Nazis almost made it past Moscow, Leningrad, and Stalingrad. It was lack of organization in the soviet army. Plenty of troops, nobody to lead.
