Look from the begin, while bidet comes down, first meets a woman with green dress and happily bumps her, then she points to Milley and Milley turns like to talk with him and moves the hand (i think wanted to bump / shake his hand) but bidet briefly looks at him and then takes up the finger in a way like ' i know what you did ', and ignores him moving on (and only then Milley waves like a 'wait' or 'hold on' to someone, seen the eyes trajectory maybe was to Kammalla)
But look their facial expression looks like bidet is hungry and Milley worried, indeed something is odd

Nop look what happens when he gets near Milley (correct?), he bumped and smiled at green dress, then Milley was going to bump or extend his hand and tried to talk him but bidet ignored him hardly, and once bidet passes by, Milley makes a hand gestured then looks on the right, you can see it better on the video

I think I see what you mean. Bidet snubbed Milley (the military guy) as he walked past to talk to Maxine Waters and Bernie. Milley made the hand gesture like, "Don't worry about it" or "It's OK" probably because someone who's not in the video, asked him if he wanted to talk to Bidet or wanted them to fix the situation for Milley?
Yeah from what I see, seems like an awkward "exchange" between Bidet and Milley. Not sure what Bidet was doing, talking to that lady in green suit (I'm colorblind and it looks green to me...?) while pointing at Milley, or at least in his direction like, "I don't want to talk to this mofo so you better tell him to back off!"
