WHY DOESN'T SOMEBODY STOP HIM??? DeSantis?

I wouldn't be alllowed to release genetically modified mosquitos. Has any environmental impact studies been done? Has anyone checked this is sound science and will not blow up in their face? Is this how Bill Gates spread Zika?
