Canada has had limited liberties going back a LONG way. I'm researching WWI right now and of course the Canadian government used the war as an excuse to fuck over its citizens ASAP. "In Canada, the government rushed to nationalize railways, outlaw alcohol, institute official censorship of newspapers, levy conscription and introduce a personal income tax as a “temporary war time measure” that continues to this day."
