You have this correct, but the real message between the lines is "We are the military. We'll do it, if you don't.".
The coup narrative is coming directly from the NWO government in France. Every time someone claims this letter was a call for a military coup, they are inadvertently aiding the NWO. It is the classic wrap up smear. Make a false claim, get the MSM to report it (in this case the UK Sun), then use the mockingbird’s report as evidence the claim is legit.
