I would argue both/and, Replace both Jefferson and Lincoln. (see prior comments of mine to see why) Madison, Father of the Bill of Rights, is underappreciated. So are Tyler, Harding, and Hoover. Ivan Eland uses the Peace, Prosperity, and Liberty rankings, which we should take a hard look at.
