I could believe it. Chinese military tech is supposed to be so advanced and great, but it is rushed and thrown together. Even if you have skilled engineers you have to be thorough and learn through trial and error. It doesn't matter how skilled the technician there are things you can't cut corners on.

The Chinese guv is like "Nah, just make sure it floats".
