I looked at the pick, and it took me all of a second to laugh and say out loud "That's a Q!~!!!"
But I have to admit, I'm somewhat sceptical about all the "comms". I mean, "no outside comms" was an important aspect of the Q operation.
This sort of post could easily just be an anon in the force who has access and control of a govt (mil.) twiffle account, and posting it up there. Or even a coincidence.
I mean, what real purpose would these sorts of cryptic posts and 'comms' have? What do they accomplish?
Yesterday, I found myself musing on the question: Why did Q stop posting?

I guess it depends what no outside comms means. I thought that it meant Q was only posting on 8chan.

Well, yes, I'm pretty sure no outside comms means Q is not was not posting on any other locations than Q research at 8chan (then 8kun).
Which is what I wonder about this sort of "Comms" post. Who do anons think is doing the 'comms'. Because Q canon stipulates that Q operation was known / understood by a max of 10 individuals. So the peeps "doing comms" via various twiffer accounts, etc, are almost certainly not Q. So then, how? why?
Anons communicating with other anons is legit, but its not the same as Q communicating. So I'm wondering exactly who or what other anons (who feel there is something to these 'comms') is doing the comms in the first place.

10 people know THE WHOLE PLAN. Q operatives are numerous. Compartmentalised, sure, but many players exist. It doesnt matter who is running the MIL twitter accounts. All those admins have to do is post what Top Brass gives them that day. To them, they are just posting pics of a pilot in a plane. But it means something else to Anons.
And that stuff is created by Q team and simply handed to the low level admins to post on twitter (maybe even telling them precisely what time to post) the admin prob dont even know or care why.
Who is scheduling the Tweets?
