I remember seeing this before. This was a baby that was born with a weird medical condition resulting in no skin. It died pretty soon after birth.

Actually, the problem is that the skin is too thick.

Ichthyosis vulgaris generally happens later on in life. The dead skin cells accumulate in scales and don't shed like they should.
