Without the kazahrians running the show things are likely to turn out somewhat differently, it would be something everyone wanted and saw as the better option once it gets to that point, it will be a win for everyone(much like Greenland also becoming a US state...)
To be fair Canada is rapidly devolving into a fascist nightmare police state so it may not be all that representative for the rest of the world.
