Governors.....

Without the kazahrians running the show things are likely to turn out somewhat differently, it would be something everyone wanted and saw as the better option once it gets to that point, it will be a win for everyone(much like Greenland also becoming a US state...)

There would also be a new boom and 'go west' would have a 2.0 'go north' for much the same reason as the first diaspora had.
