It seems like the article is setting up the justifications for the military to act - to prevent a new revolutionary war or civil war by We The People... That is my take on it, at least.

Or, it could mean the military plan to destroy the DS world-wide has failed, and now it will be up to We The People to do it instead - at least here in the US. Who knows?
