It said the signatures already evaluated in the audit can still be included in their report. I assume they have enough information without the rest. I am sure they would have liked to have examined and verified all signatures they could but this may not be a crushing blow.

If they have ballots that were not folded and placed in with the others as absentee ballots, ballots missing important paper features (watermarks or otherwise) or if they have absentee ballots who came from people who don't live at the place they were supposed to live at then this could be enough to over turn the election.
