Unless you are using a solar panel to power that elevator you can run out of electricity. Also why are you even using an elevator use the stairs. They don't have skyscrapers in Iran/Iraq that they are chucking people off of. It's probably three stories max.
I hate to clue you in but a 3 story fall even hitting concrete won't kill most humans. It will make you wish you were dead but assuming you don't land directly on your head you aren't going to die. Most of the videos I've seen the buildings are 5-10 stories tall when they use them to throw people off of them.
And you could just as easily use a pretty large gas/diesel/propane generator to run an elevator if needed. Walking up 10+ flights of stairs is a pain in the ass and most US buildings that tall have elevators. I was speaking more in generalities. Finding a high enough place isn't hard in most big or even mid sized cities and gravity always works.
Although I guess gas does cost money just like bullets. Just saying for the most part electricity is cheep and easy to get/make. Bullets can be expensive and hard to find/replace.
That depends... are we obligated to render medical aid afterwards and spend money/resources on them? No... then sure 3-4 stories sounds about right. Just make sure they hit legs first...
They’ve been bending the rules for generations... I think we can let a few of them be “test” subjects until we determine the proper hieght of the drop.

Its probibly harder to get people to land on their head than you think. Although I guess if you bound their arms and legs...
