But if I understand the Constitutional argument correctly, the State legislatures are ultimately responsible for the safekeeping of the ballots and elections. Where that's gone awry is in the delegation of that authority to unelected elections authorities and further awry from them delegating authority to private service or software providers.
We didn't offer because it would likely just mean someone going in and mucking things up. But you are right, given this is about our national elections, it should have been far more formal. Our system was low priority, low impact and that nobody really cared to take over the system and 'own it' internally ultimately was not a good thing.
An 'on the ball' election authority would know the system inside and out, have all the passwords, and should not really need anything else from the vendor.
