Because they are innocent morons, or communists. That’s why. They have no fucking idea what’s in them, because there is zero medical inserts with the boxes. They just know that their job is give them out and pretend to be experts, and our job as laypersons is to trust the science.

Someone walking off with a vaccine is someone not following orders. Of course they panicked.
