If there was no private vendor ((Dominion) voting machine and software, if there were only paper ballots and manual tallying+crosschecks, there would be no coupling of systems with law enforcement data.

Our election systems are supposed to be "standalone" not tightly coupled to other. Hardware and software.

IMHO.
