I think to some extent it is a cultural thing. I live in west Texas. The White people here with the exception of the older folks are mostly maskless. The Mexican people here of all ages for the most part are still masked up.
There is a reason the cabal wants people that are used to conforming as the new American. Pay attention and you'll see it.

Frankly though it’s the young and really old white people that have been the crazies from our experiences so far. You're dealing with a different crowd up around Albuquerque and Santa Fe, that what is see in south east New Mexico and west Texas.
Sounds like you are seeing more of the old hippy crowd. You see those in the mountain areas down south too. kek

Weird. In Austin it's the opposite. The white people mask up and the hispanics mostly go maskless.
I agree completely with your observations. I live in west Texas, too, and it is clearly a cultural thing. Almost like a fad for them.
