No. They should be punished, but animals are not people and those who equate the two honestly make me sick.
One thing to consider is the amount of money, time, and effort it takes to find the right dog and train him. You don't replace a police dog at the drop of a hat.
Neither do you replace a human in any contrived scenario.
I fully agree that a human life is worth more than a dog. That being said, there should be a penalty for a perpetrator who intentionally kills a police dog. They are expensive to train and maintain and perform a vital function.
I agree, but the death penalty and life in jail are off the table for me personally. Maybe a slightly harsher penalty than property destruction than can’t be served concurrently.
