If you attack Israel, you should expect a massive retaliation. But no one said Hamas is too smart.

I think there's a cost-benefit analysis. Hamas for a long time could get exertions and publicity and donations through scuffles with Israel, and usually knew the president would grab Israel's chain and stop them from full retaliation.

Trump gave the impression he would not hold Israel back, so the quieted down.

Biden is on the Palestinians' side so I'm sure they feel emboldened.
