I have ALWAYS wished I knew how to do that. The best I can manage is to silently flip the bird as I drive under those signs every day. (which perplexed my son the first time he drove that way with me).
The sign is supported by a pipeline coming out of the ground, that then bends 90 degrees, goes across the expressway, then bends 90 degrees and goes back to the ground, although there are not any petroleum products in it, but still, yes, it could be hacked!
I wonder how easy it would be for those signs to get hacked.... I can't imagine they'd have more security than a critical pipeline .....

DOT1, MOAS1 or whatever your state's department of transportation is called with 1 after it.
