It has to do with the Capital being under the control of the speak of the house. Its a separation of powers thing. The Capital building/grounds itself is one of the few places(and the SCOTUS) POTUS has no control over. Trump can recommend and offer to provide NG troops, but the Speaker has to agree before they can actually show up at the Capital. Trump sending 10k troops against the Speaker's wishes would be one step away from a coup.
To the best of my knowledge the Capital Police chief guy that resigned agreed on Jan 5th that they needed more people, although I think he only wanted like 500-1k extra. Pelosi I'm pretty sure added nothing to the regular force that's always there. Any extra men would have interfered with their false flag insurrection. They needed the chaos to then be able to blame the deplorables in the mockingbird media and begin hunting conservatives.
But the whole narrative breaks down when you look at the hard facts. Trump asked to be allowed send extra men... LOTS of extra men... so they could stop his own insurrection that he gave a speech to start??? Kek... get it.
I heard a couple of weeks ago that Pelosi wanted her minions armed with "machine guns" inside the Capitol on that day but her request was refused. A blood bath was the goal and instead one woman was shot and there was no violence apart from that. So they had to make a flag-waving granny, one broken mirror, and a stolen laptop sound like WWIII.

I heard the same thing but I think what has you confused is that was AFTER the Jan 6th attack(I'm only about 98% sure this is the case). She wanted the horde of NG sent to protect the capital after the "attack" on Jan 6th to have machine guns etc and the NG told her she needed to get a grip. Then only a week or two later they began to question the loyalty of those NG troops because of Q etc so they had the FBI interview them and took a lot of their weapons away from them.
