People that come up with these ridiculous scenarios do not understand how free enterprise and competition work.
As soon as any businesses were stupid enough to behave as described, other businesses would quickly jump in and take their customers away. Economic creative destruction. On top of that all the lawsuits and legal expenses would quickly put them out of business.

The US 1) is not a communist country, and 2) is a republic of federated states. That means that here in the US, each state has all the real power, and the Feds cannot force states to comply (worst they can do is bribe them with Fed tax money). Look at the states declaring themselves 2A sanctuaries, and passing laws to make any sort of vaccine passports illegal, etc.
So, no - none of that is going to happen in the US. The fact that you think it could is an simply an indication of just how bad our schools have become.
