He didn't take over BofA, he refinanced an old loan (the new one being in the form of a bond). He was already part owner of the building, along with Vornado Realty Trust which owns the majority.

Rather, he used to be before he got elected. Whether he was forced to divest or not, IDK... but I'm betting if he did, it was a mere ownership paper shuffle, not a sale of his stake.
