Multiple birds, one stone:

1. Depopulation, if they roll it out too slowly, the data becomes overwhelming that it is harmful, more people will be "hesitant"

2. Attempt to regain more control (desperation), the great awakening is occurring, which doesn't bode well for their mid-to-long term plans

3. Division, it continue to divide part of the population against us, e.g., "it's the unvaccainated people's faults that economy isn't recovering, that we aren't opening up, that new variants are killing us (actually the vaccines, but hey ...)"

4. Surveillance state / social credit score, the vaccine passports will be appended to contain data regarding everything about you, to be used against you in a social credit score.
