He certainly did, Fauci went on to contradict by say something along the lines of "and if they did (carry out gain of function experiments) it would have been in accordance to the rules (sic) etc etc.

Fauci is deep into this whole scam, you kind of saw what President Trump was doing during the start of all this, he let Fauci dig himself into positions he knew would come back to bite Fauci. Trump never trusted him from the start, that was plain to see!
