Communism is a form of regime / government that entails much more than just saving up money and putting it in a pool to build infrastructure. That's what your taxes do, too. Communism means you have no private property, including your house, car or whatever else you may own and that the government takes all your profits and product to redistribute it to everyone else, often creating artificial shortages and....well, that's not the point of this idea. I'm sure you can see the difference. Anyways. I'd love to individually buy land in the same area as other like-minded people :)
Yes, and then we could join the local school boards and local government and keep them honest. Possibly lower things like property taxes. That would make me happy. :)

While I would love to do something like this in Texas, I think when the SHTF people need to be far away from the continental US. East Tx is too populated and West TX is damn hot and dry, although Terlingua is a pretty good place to disappear.
I have been toying with the idea of Alaska. Plenty of land where you can control access, inaccessible enough to deter bad guys, decent growing potential, and if thing get dicey just a hop skip to Russia.
