I remember U.S. ambassador Susan Rice, during the Rwandan Genocide, telling the U.N. that "The U.S. is not calling it a genocide. We have seen individual acts of genocide."

A reporter then asked "How many individual acts of genocide does it take to be genocide?"

Same thing with "No widespread fraud". :>)
