I have thought since day 1 of the push for the shot that those of us with the antibodies should be counted along those who were vaccinated - after all those who tested positive were screamed about by the media for a year in their numbers, numbers, numbers campaign.
Are they able to test for the spike/vax mrna in blood donations? Or are they just going by self reported vaxxed or non vaxxed? I'm really concerned about this.
Many doctors put those with positive antibodies in the category of “do not vaccinate”! Theories are this is why some people have bad adverse reactions. The vaccine on top of immunity causes major issues.

That takes more time and work than the PCR test, so even though the PCR test is about as good as a random guess, that's what gets done.
