Why are gag orders needed for something we are told constantly is incredibly safe and necessary?

Besides bringing justice down on doctors, biotech and politicans over the deaths, all people involved in cover-ups, evidence tampering and attacking witnesses and whistleblowers ought be facing similar charges.
