Theoretically, if the Republicans regain the majority in the house, they can nominate and vote on a new Speaker of the House. The Speaker can be anyone. Being a member of Congress isn't a requirement. When a President and Vice-President are impeached and convicted, the Speaker assumes the Presidency.
