it's a maritime classification, meaning it is a hazard because it is damaged and/or not underway, right?

I dont think so. its not the ship classification, its the cargo classification. The ship is a cargo carrier, and i would swear it was originally a different class to start with. I know it went to class B but it wasnt haz-a until recently.

Did anyone archive this prior to now?

Just that it has hazardous cargo and what emergency crews would be dealing with. Maybe they can now keep other ships away. No Birdwatching
