CA is always having water crises. In the 1970's and 1980's we used to put bricks in the toilet tanks thereby creating a low flow toilet. Also famous were signs: " If it's yellow, it's mellow. If it's brown, flush it down." Lots of restaurants would close their bathrooms until a health inspector paid a visit. The crooks have been squeezing the farmers dry for decades. They refuse to build new reservoirs and they refuse to modernize the current ones. It has always been a man-made crisis.
