The issue with Whistle Blowers. Is they are people and people lie. And Some people lie extremely well.
And by the own admissions of many of them. The people they are blowing the Whistle on are more then capable of screwing with memories, creating false ones and just fucking with the mind in general.
So perhaps they might truly believe they’re telling the truth and that they’ve recovered from whatever was done to them. When that might not necessarily be the case.
I’m by no means accusing them of lying. Perhaps everything they’re saying is 100% correct and true.
But their own accounts of the procedures to modify the mind and create false memories and that some of those procedures were preformed on them in some cases repeatedly. It means that while their stories are something to take under advisement. You also shouldn’t whole heartedly believe them either based solely on their word. As their recollections of events could very well be compromised.

This may be true, but it could also be the DS's effort to discredit Reagan, who is still highly regarded by many. I'll also note that charming liars can be very convincing (I've known a couple), though usually they're making things up as they go along, so their stories don't hold up to intense scrutiny. A charming liar who's studied a script would be a different thing entirely.
Odd that they tried to kill Reagan if they had that kind of blackmail material on him.
