So my theory is the capital police were going to take some footage of their “exercise” and mix it in with the Jan. 6th footage, and the military ruined that plan straight away lol.

yeah, hes basically insinuating that there was going to be an attempt to continue to sensationalize the 1/6 march by using 'exercise' footage to make it look worse than what it was.
