If there were an active shooter on a military base, why would they take cover? Why not go eliminate the enemy?

Do they not keep them in an armory for mobilization?

Because that is a very major weakness in our defenses if they cannot mobilize in minutes.

I mean, I guess because carrying your weapon as a soldier would be a logical thing to do... and since we don't operate on logic anymore that's why they don't... I'm just guessing though. I forget I am just a dumb peasant sometimes...
